
One of the controversial topics this mayoral election in Manila is the Pandacan Oil Depot.
Former Manila Mayor Lito Atienza is against them saying the district and the city could benefit more if Pandacan becomes a commercial zone instead of industrial. He had ordered depot shut down when he was in the office. Meanwhile, the incumbent Manila Mayor Alfredo Lim sees nothing wrong with the current setup — he reversed Atienza’s policies and allowed the depot to stay. Atienza will run for mayoralty post this May, vowing to “renew” the city. Earlier this month, he announced his masterplan for Manila, in which he envisions Pandacan to become the next Rockwell (Makati) or Eastwood (Quezon City).

“…Atienza also gave a general overview of his plans for the controversial oil depot in Pandacan, which he had ordered shut down while he was still mayor—an order that was quickly reversed by Lim as soon as he took office three years ago.
Atienza pointed out that the 36-hectare depot in the middle of a heavily populated district—far from being a gold mine for the city as Lim claims—contributes just P200 million in fees and taxes to the city’s coffers.
He reminded his audience that a similar depot had once stood in what is now the Rockwell complex in Makati.
“Rockwell is far smaller in size than the area now occupied by the oil depot in Pandacan,” Atienza said. “But it now generates far more funds in terms of tax collections—not to mention investments, businesses and jobs—for the City of Makati.”
He explained; “The Pandacan depot, if properly developed, would become our version, not just of Makati’s Rockwell, but also of Quezon City’s Eastwood in Libis.”
As a licensed architect, Atienza knows of what he speaks—and his audience at the Century Park fundraiser was aware of his reputation and record as an urban planner.
One enthusiastic contributor was overheard saying: “With this plan, investors will finally return to Manila.”
Across the Pasig River from the depot is a former industrial estate, which has gone to seed. Once the site of busy factories and thriving businesses, Atienza said, the so-called NDC compound could be revived to suit the requirements of domestic and foreign investors.
Atienza said, City Hall should not merely be a collector of rent and taxes, which Lim fears would be lost if the oil depot is closed down…”

If that is so, what will happen to Pandacan residents who will not be able to afford to live in this new Rockwell or Eastwood communities?

Hi She, tingin ko lang may posibilidad ang “eminent domain” — sana magkaroon ng development without affecting the residents, pero I highly doubt it. Alam ko before itinayo ang bagong tulay (Zamora bridge), may mga dinemolish na bahay.

di kaya eh ganire ung sitwasyon, kung sakaling maaalis ang mga oil depot eh isa itong malaking lot area na pupwedeng maging o tayuan ng isang mall pero since maugong rin itong high rises condo or anything in common eh malamang sa malamang madadamay rin ung mga taga peter paul dito or sa mga nakatira sa riles…
pero, this could also bring another much income, jobs or opportunity sa iba un nga lang it will needed a sacrifice so that others may prosper…
pero gaya nga ng nagawa o ginawa ni datihang mayor atienza na ibinenta pati mga eskwelehan at tinayuan ng mga tindahan, well sino sa tingin ño ang mas nakinabang? nawalan o nabawasan ng school pero may trabaho… so whats matters most? and to add eh mga dayuhan rin naman ang karamihan ang nasa tindahan na itinayo na iyon, mabibilang ang mga pinoy na nagnenegosyo dun… :D
i think, its all about money rin yan… income tax, lagay (if ever nga na meron? :P), opportunities pero ano nga ba talaga ang nasa likod nitong lahat, mas nakinabang ba ang mahihirap o mas nakinabang ang mga oportinuistang mayayaman at mga nakaupo sa pwesto? just asking guys….

Mga kapatid, napakaganda di ba… You damn right that Pandacan will be the central district of manila kung magkataon.
At ako bilang isang taga Pandacan ay makikipag laban para matupad yang pangarap na yan.
Pero bago tayo lumipad ng napakataas… ito ang ilang realities na dapat nating harapin.
1. Lito Atienza must first secure his victory over lim. Yan ang unang una siyempre.
2. Ang Pagpapaalis sa Oil depot (na aking sinusuportahan) ay hindi gayong napaka dali sapagkat remember. Lito Atienza also was a mayor nun ipatupad yung resolution calling for the removal of the depot. Kaya nga umabot sa korte yan dahil nabin bin lang yung kautusan. Si Lim, did the same; may utos na ang korte, pero binaligtad niya sa lokal na pamahalaan. Tama ang pamantayan nya ang batas ay para sa lahat.. pati sa mga manloloko (sinu kaya yun?). At gaya nung una, ang pagpapaalis dyan ay hindi lamang yung mga nakikibaka, dapat ipakita ang majority.
3. Ang mga oil depots kapag umalis na ay walang pananagutan sa pollution kanilang iniwan. Ang ibig sabihin po ang langis, at mga lason na lumipat sa lupa ay hindi nila lilinisin dahil hindi kasama sa kautusan ng kanilang pag-alis ang kanilang pananagutan sa mga naapektuhan sa kalikasan. Kaya kung pangungunahan ni L.A. ito, all must willing to pay higher taxes; wala siyang touch of gold para pagkunan ng pera, at bilang pang wakas if ever that Lito Atienza spearheds this project we must make it clear na hindi yon kanya… pera natin yon kaya dapat tayo hindi makinabang. Hindi tulad ng mga pabahay niya na milyonaryo din tulad ni Pacaman ang nakikinabang. Yung mga tunay na taga Pandacan ang napapaalis dahil sa mga pansariling intensyon.
(Sos si Razon? tuta ni GMA what will you expect? whatever the little lady says he will obey. PAGBABAGO… Tama! mas masunurin sya!)
Indeed! the future of Pandacan is a big matter to consider in this up coming elections, but we have to bear in mind that the citizenry is way beloved by the candidate during these days… but afterwards sinu na kaya mahal nila.
Who to vote? Nasa sa’yo.
Mag isip ng mabuti! sa isang boto maaaring umunlad tayo. Pero wag mong tanggalin ang posibilidad na maaring bukas iskwater ka nalang sa sarili mong bayan na tinatawag mong munting italya.
After the elections doesn’t mean its the end. Ipakita natin at iparamdam na ang boto ng Pandacan hindi lang para mag-upo kundi para magpaalala sa pangako nila at magpatalsik kung kinakailangan sa isang pinuno na sarili ang pinaglilingkuran.

To lighten the mood, since nanalo si Mayor Lim, at mukhang magtatagal pa ang mga oil depot sa Pandacan, sana makapagtayo muna ng Jolibee or McDo sa Pandacan.
Para man lang madali puntahan, pwedeng nang lakarin, kesa sasakay pa papuntang Paco.
Sana kahit sa loob ng Residencias de Manila, kung hindi pwede sa tapat ng Simbahan sa Bayan.
Noong dekada nubenta ko pa ata pangarap yan eh.

dati ang pangarap natin ay burger machine lang, tapos nagkaruon sa balagtas at sa may pres. quirino kaso nalugi ung nasa hiway eh…
then, sana naman eh 711 kasi dati eh sa nagtahan lang ang pinakamalapit at nagkatotoo na rin…
ngayon may kalaban na ang 711, may ministop na sa balagtas saka baliwag lechon sa tabi ng andok’s sa bayan
pero mas maganda sana kung may jeep na roaming sa otis, para mas madali ung transpo, kaso malamang sa maaapektuhan nito ung ibang jeepney drivers ng pandacan at malamang pati ung minibus, pedicab at tricycle
anyway, sana may sinihan na ulit sa pandacan

Knowing Mayor Atienza, I think he can do it. But because of the election outcome where Mayor Lim got the possition, it may not be posible. Regarding the residents, the plan of Atienza is to transfer the depo and convert it to a commercial area so it will not affect the residents. Not including the squaters ha! of course squaters shall be relocated to a different place na. Remember Beata area along the railways which was affected by the bridge going to sta. ana and mandaluyong? They were relocated mostly they are squaters.

sa tingin ko naman, wala ring kongkretong pinanghahawalakan na plano at commitment ang kandidatura ni dating Mayor Atienza tungkol dito, kungdi sana ito ang ginamit nila sa kampanya, sigurado hindi natalo sa pandacan si Atienza maging sa district 6. siguro rin dahil lubhang malaki ang kakalabanin nila sa oil depot (kasama na ang influence ng national government).
Gayunpaman, patuloy pa rin tayong mangarap sa mas magandang Pandacan sa hinaharap.

ang pinaka importante sa lahat ay kung ano na ang magagawa natin sa ating bayan. dahil kung sino man ang manalo sa kanila eh tayo parin ang maapektuhan sa kanilang magiging desisyon.
nagtataka lang ako minsan, baka kaya di subukang sisihin ng ibang tao ung mga bumoto sakanila, dun sila mag rally sa tapat ng bahay ng mga bumoto sa kanila o kaya magtipon tipon sila na kumakalaban at sugurin ang munisipyo. pero ang masama, walang nakikinig, walang nakikialam, nagiging kanya kanya tayo, umaasa lagi sa karamihan, umaasa sa mga nakaupo sa posisyon at higit sa lahat ay umaasa pa hanggang ngayon sa pagbabago…. parang si Juan tamad na nagaabang ng bayabas na mahuhulog sa kanyang bibig para makain…
kung may nagkasala sa mga nakaupo ay tayo ang dapat sisihin, kung may pagbabagong hinihingi ay dapat sa atin ito magsimula, ay ang higit sa lahat kung may magagawa sa kapwa o bayan na mas mahalaga ay io dapat ay suportahan ng lahat dahil sa huli… tayo rin ang kawawa… amen

i don’t think we need to solely depend on the government to make the town more like Rockwell. There are lots of successful people in Pandacan and there are even more lively people there.
We don’t need the grandeur Rockwell-like to be Rockwell per se.
Why can’t we build our own. Start from small gatherings. Gather people through CSRs. Let’s have Pandacan get together every month. From these activities, there might be people, specially small business people, who will be attracted in the gatherings and maybe build a good market from there.
The government may or may not help and support us but these stuffs should start from the people themselves.
Kung meron maorganize na ganito, sama ako. haha…
Or maybe someone who can tell where to start? Or better yet start it already. hehe…

thanks Andres. I am actually thinking of starting a project na UPCAT review. It is more of a CSR so that I can help youngsters in preparing themselves to take the next level of education.
And yes, it is a start for us to gather here and build a better Pandacan.
Kudos to the guys who thought about having this great venue.
